WineDirect Fulfillment maintains federal registrations with the Alcohol and Tobacco Tax and Trade Bureau (TTB), along with all required state licenses, to operate Bonded Wine Cellars at our fulfillment centers in:
  • Sherwood, Oregon (SHW)
  • Paso Robles, California (PSO)
  • American Canyon, California (WDI) – limited space
These bonded facilities allow qualified wineries and wine businesses to store wine in bonded status while maintaining compliance with federal and state regulations.

What Is Wine-in-Bond?

Wine-in-Bond refers to wine that remains under a federal bond and has not yet had applicable excise taxes paid. Wine held in bonded status is regulated under federal and state alcoholic beverage laws and may be stored, transferred, or removed only in accordance with those regulations. Tax-Paid Wine refers to wine for which all applicable federal and state excise taxes have been reported and paid.

Our Bonded Storage Services

WineDirect Fulfillment provides bonded wine storage for eligible clients at our federally registered facilities. When your wine is transferred into a WineDirect Fulfillment bonded inventory, we securely maintain it in bonded status until one of the following occurs:
  • The wine is converted to tax-paid status, with applicable excise taxes reported and remitted.
  • The wine is transferred in-bond to another qualified federally bonded wine facility designated by the client.
This service enables wineries to defer excise tax liability until product is removed from bond while benefiting from WineDirect Fulfillment’s infrastructure and inventory management capabilities.

Managing Bonded Transfers

To simplify compliance and reduce data entry, WineDirect Fulfillment has streamlined how bonded transfer information is managed throughout the platform.

Bond & License Information Managed at the Location Level

Rather than storing bond and license information on individual transactions, WineDirect Fulfillment now manages this information directly on approved pickup and delivery locations. Locations designated as Bond Compliant include the following fields:
  • Company Name
  • Contact Name
  • Contact Email
  • Contact Phone
  • Bond Number
  • License Number
This centralized approach improves accuracy, ensures compliance information remains up to date, and eliminates the need to repeatedly enter the same regulatory details on every transfer.

Simplified Transfer Creation

Creating bonded transfers is now faster and more intuitive.

Setting Up a Vendor Site

  1. From the Fulfillment Portal, navigate to: Administration >> Pickup/Delivery Locations >> Select Supplier Name >> Add New
  2. Create a Site Code (name) and check the Bond Compliant checkbox.
  3. Fill out all required fields, including the Bond Information section (Permit and License #).

Bonded Storage Transfer IN

When creating a Bonded Storage Transfer IN:
  • Users are required to select a source location marked Bond Compliant
  • Source bond information is automatically associated through the location record
  • No manual source bond entry is required

Bond-to-Bond Transfer OUT

When creating a Bond-to-Bond Transfer OUT:
  • Only select if transferring out of WineDirect Fulfillment to a bond-compliant warehouse or facility
  • Users select a destination location marked Bond Compliant
  • Destination bond and license details are automatically populated from the location record
  • No manual destination bond number entry is required

Location Requirements

For all bonded transfer transactions:
  • A pickup or delivery location is required, regardless of delivery method
  • The selected location must be designated as Bond Compliant
This ensures that all bonded transfers are supported by the required regulatory information before the transaction can proceed.

New Transfer Type: Bond to Tax-Paid Transfer OUT

WineDirect Fulfillment now supports a dedicated Bond to Tax-Paid Transfer OUT transaction type. This transfer type:
  • Is specifically designed for inventory being removed from bonded status
  • Supports operational workflows associated with tax-paid conversion
  • Vendor site does not need to be Bond Compliant
This distinction provides greater visibility into inventory movements and helps support downstream tax reporting and compliance processes.

Improved Transaction Visibility

Case Quantity Display

To provide an additional validation point for customers, carriers, and receiving partners, WineDirect Fulfillment now displays calculated case quantities on:
  • Inventory IN transactions
  • Inventory OUT transactions
  • Transfer creation screens
  • Transfer detail pages
Displaying both bottle and case counts helps users quickly verify shipment accuracy before inventory moves occur.

Receiving Wine into Bond

To ensure regulatory compliance, all inbound Wine-in-Bond shipments must include the following information on the bill of lading.

Required Documentation

  • Federal registry number of the originating bonded facility
  • Name and address of the shipment origin
  • Wine identification, including:
    • Vintage
    • Varietal
    • Appellation
  • Wine type:
    • Still
    • Sparkling (natural or artificial)
    • Dessert/Fortified
  • Packaging format:
    • Case Goods
    • Bulk
  • Quantity (reported in gallons to two decimal places)
  • Alcohol by volume (ABV)
Incomplete documentation may delay receipt and processing.

Enhanced Bill of Lading (BOL) Documentation

To better support regulatory compliance and carrier documentation requirements, Bills of Lading now include additional product and tax-status information.

Additional BOL Fields

  • Alcohol Percentage (Alc %)
  • Case Quantity UOM
  • Bottle Size
  • Tax Status (Bond or Tax Paid)
  • Total Gallons
These enhancements provide greater transparency for trading partners while supporting federal and state compliance requirements related to bonded inventory movement.

Bonded Inventory Management

Inter-Facility Transfers

To optimize storage capacity and operations, WineDirect Fulfillment may transfer bonded inventory between WineDirect Fulfillment bonded fulfillment centers as needed.
  • WineDirect Fulfillment covers the transportation cost of the transfer
  • Standard bonded long-term storage rates apply at the receiving facility
  • All transfers remain compliant with federal and state bonded storage requirements

Excise Tax Management

Client Responsibility

Clients are responsible for reimbursing WineDirect Fulfillment for all applicable federal and state excise taxes incurred when wine is removed from bonded status and converted to tax-paid inventory. Tax amounts are determined based on:
  • Current federal and state tax rates
  • Production volume eligibility
  • Wine classification and alcohol content
  • Applicable regulatory requirements

Small Winery Tax Credits

Qualifying wineries may be eligible for tax relief under the Craft Beverage Modernization Act (CBMA). To receive applicable credits:
  1. Provide documentation demonstrating eligibility prior to removal from bond.
  2. Ensure all required information is submitted before tax reporting occurs.
If eligibility documentation is not provided, excise taxes will be assessed at the standard rate applicable to the wine classification.

Tax Billing

Excise taxes paid by WineDirect Fulfillment on behalf of clients are:
  • Invoiced monthly following payment to the applicable tax authority
  • Due within 20 calendar days of the invoice date

Storage and Handling Fees

Long-Term Storage

Bonded inventory storage requires enrollment in WineDirect Fulfillment’s Long-Term Storage (LTS) program. Storage fees are charged according to the current WineDirect Fulfillment Rate Sheet and applicable Fulfillment Services Agreement (FSA).

Inventory Handling Fees

Standard inventory handling fees apply to bonded inventory, including:
  • Inventory receiving (IN)
  • Inventory removal (OUT)
  • Inventory transfers
These fees follow the standard WineDirect Fulfillment Rate Sheet.

Bonded Inventory Reporting

WineDirect Fulfillment has rebuilt its Bonded Inventory Reporting to improve data accuracy, consistency, and reliability. These reporting enhancements support WineDirect Fulfillment’s internal compliance and state filing processes, helping ensure bonded inventory records remain aligned with regulatory reporting requirements.
